
GAFI Deputy CEO Discusses Facilitating Procedures for Investors with Representatives of Law Firms in Expanded Community Dialogue
In line with the directives of Dr. Mohamed Farid Saleh, Minister of Investment and Foreign Trade (MIFT Minister), to continue developing the services provided to investors, strengthen direct communication with the business community, and listen to practical challenges and proposals, Counselor Ahmed Shatta, Deputy CEO of the General Authority for Investment and Free Zones (GAFI), held a meeting with representatives of a number of law firms in Egypt.
The meeting was held to discuss the practical implications and implementation mechanisms of GAFI CEO Decree No. (664/4) of 2026, as well as to hear the views and receive proposals of the business community and legal practitioners, and identify the obstacles facing investors, thereby contributing to developing practical solutions, addressing challenges, and facilitating the procedures and services provided to them.
The meeting comes as part of an expanded community dialogue through which GAFI seeks to develop a comprehensive understanding from the perspectives of the various parties involved in the investment ecosystem, and benefit from the legal and practical expertise of professionals who deal directly with procedures for incorporating companies, amending their structures, and managing them. This contributes to the proper implementation of GAFI Decree, while achieving a balance between protecting the rights of stakeholders, ensuring the soundness of companies’ transactions, and facilitating procedures for investors.
Counselor Shatta affirmed GAFI’s commitment to implementing the Decree in a manner that achieves its objectives, while ensuring that investors and companies are not subjected to unjustified procedural burdens. He explained that GAFI had internally ensured that the implementation mechanisms were clear to the relevant employees and officials, thereby ensuring a unified understanding, sound implementation, and the avoidance of any future problems or differing interpretations. He also highlighted GAFI’s keenness to hear the views of specialists and practitioners and benefit from their input in developing implementation mechanisms and reaching practical, actionable solutions.
He added that GAFI continuously monitors investors’ complaints and observations, as well as the challenges they face, particularly in light of the ongoing transition from paper-based procedures to the electronic system. GAFI monitors obstacles arising in practice and works to address and resolve them promptly, thereby ensuring the continuity and efficiency of services.
Shatta noted that the coming period will witness measures aimed at addressing obstacles, simplifying procedures, and improving the investor experience. He affirmed that community participation and continuous dialogue with the business community, legal advisers, and various parties dealing with GAFI will remain a fundamental approach, contributing to the development of the investment framework and enhancing the competitiveness of the Egyptian economy.
