  • Egypt's strategic geographic location, close to markets in Europe, the Middle East, and Africa, enables efficient service delivery to multiple geographic regions.

  •  Egypt's pivotal position on international submarine cable routes connecting Asia and Europe; approximately 21 international submarine cables pass through Egyptian land and territorial waters, reinforcing its status as a regional hub for international data and communications traffic.

  •  The rapid growth of the outsourcing industry; as of November 2025, 55 strategic agreements were signed with global and local companies, aiming to create more than 70,000 new job opportunities within three years in outsourcing, information technology, and advanced digital services.

Government measures to support the sector

The state adopts a comprehensive set of strategies, policies, and initiatives aimed at developing the communications and information technology sector, promoting digital transformation, developing digital exports, and localizing technology industries. Among the most prominent are:

  • Egypt's Digital Strategy: This represents the general framework for digital transformation in Egypt and focuses on developing digital government services, building human capacity, promoting innovation and entrepreneurship, and developing digital infrastructure.
  • Egypt's Digital Strategy for Developing the Outsourcing Industry 2022–2026: This aims to develop digital exports, attract global companies to establish cross-border service centers in Egypt, and develop the skills of human resources in the fields of information technology, business services, engineering, and research and development.
  • The second version of the National Artificial Intelligence Strategy 2025–2030: This strategy is based on six pillars, including governance, data, infrastructure, skills development, supporting the innovation ecosystem, and expanding the applications of artificial intelligence in priority sectors.
  • The National Cybersecurity Strategy 2023–2027: This strategy aims to enhance the security of information and communications infrastructure, develop national capabilities, support international cooperation, and raise the level of preparedness to confront cyber threats and risks.
  • Expanding the Use of Cloud Computing and Data Centers: The state is working to develop cloud infrastructure, expand data hosting and processing, and support the establishment of data centers, thus creating the necessary environment for artificial intelligence applications and advanced digital services.
  • The “Egypt Makes Electronics” Initiative: This initiative aims to deepen local electronics manufacturing, develop activities related to the design and development of electronic circuits and systems, attract foreign investment, reduce imports, increase exports, and provide specialized job opportunities.
  • Digital Capacity Building Programs: This initiative involves implementing training programs targeting various age groups and professional levels to prepare them for the skills required by the local and global labor markets.
  • Supporting Innovation and Entrepreneurship: This includes expanding the provision of incubation, training, mentorship, and technical support services for startups, helping to transform technological ideas and innovations into viable projects that attract investment.
  • Expanding Egypt's Digital Innovation Centers (Creativa): Establishing and operating centers in various governorates to provide technological training, support entrepreneurship and freelance work, and incubate startups, thereby broadening the reach of the digital economy beyond Cairo.
  • Developing Digital Infrastructure and Expanding 5G Services: Upgrading and enhancing the efficiency of communication networks, expanding 5G services, and launching the National Spectrum Strategy 2026–2030, which supports IoT applications, smart cities, and advanced digital services.
  • Supporting the Localization of Electronics Industries and Advanced Technologies: Providing programs to support investments in electronics design and development companies, establishing specialized laboratories for prototyping and testing, and supporting startups in the fields of semiconductors, embedded systems, and Industry 4.0.

As per Prime Minister Decree no. 104 of 2022, special incentives granted to ICT sector under which the following activities are eligible for special incentives in Sectors (A) and (B):

2.  Semiconductors Design and Modifying:

  • Design, modifying and manufacturing of electronics, and ICT related industries.

3.  Software Design and Modifying:

  • Software design and modifying, and ICT related industries.
