Government measures to support the sector

A government plan to revitalize the tourism sector, through the implementation of a new strategy, aims to steer the tourism industry towards achieving economic and tourism security. Key government measures include:

  •  Launching the National Sustainable Tourism Strategy 2030 to enhance the competitiveness of Egypt as a tourist destination, develop infrastructure, leverage technology, and develop human resources, while preserving natural resources and cultural heritage.
  • Developing Infrastructure and Tourist Destinations: The government continues to invest in tourism infrastructure and develop archaeological sites and destinations, along with expanding hotel capacity, thereby enhancing the quality of the tourist experience and increasing the sector's capacity.
  • Strengthening air connectivity and encouraging airlines to attract new tourist markets and promote charter flights to various tourist destinations, especially during periods of low demand.
  • Developing Tourism Services and Digital Transformation: The government's efforts include improving services provided to visitors and employing technology at tourist and archaeological sites, including the implementation of electronic ticketing and service systems, which will increase operational efficiency and enhance the tourist experience.
  • Enhancing Private Sector Participation and Partnership with the State: The government is moving towards providing more investment opportunities for the private sector, and maximizing the benefit from the state’s tourism assets by developing and managing them through partnership models with the private sector.

Investment incentives in the sector

  • Special Incentives:

- Pursuant to Article (11) of Investment Law No. 72 of 2017, projects established after this Law coming into force, in accordance with the investment map, are granted either a 50% or 30% deduction of the investment cost from the taxable net profits. Such incentives are applied based on the geographic distribution of economic activities (including agriculture sector), in line with the state's objective to encourage investment in specific economic sectors and develop certain geographic areas within the country.
- As per Prime Minister Decree no. 104 of 2022, some activities within the Tourism Sector are granted Special Incentives stipulated in Law no. 72 of 2017, as follows:

1. Investment Activities that are granted special incentives within the geographical scopes of sectors (A) and (B) include the following:
- All investment activities related to sustainable tourism development, green tourism, and the integration of biodiversity into the tourism sector.
- Activities related to green infrastructure construction and enhancing energy efficiency for tourism projects.

2- Investment Activities that are granted Special Incentives within Sector (A)`s geographical scope:
- Hotels, hotel apartments, and tourist villages, along with related service, entertainment, sports, commercial, and cultural activities, including their completion and expansion in accordance with applicable regulations. 
- Ecotourism, including eco-lodges, bird-watching sites, and the integration of biodiversity into tourism. 
- Yachts, golf courses, diving centers, and related activities. 
- Tourism management and marketing for hotels, hotel apartments, and tourist villages. 
- Services at archaeological sites and museums, in accordance with the regulations governing such activities.

3- Investment Activities that are granted Special Incentives within Sector (B)`s geographical scope:
- Medical Tourism: Organizing treatment services and bookings for patients. 
- Tourist Transportation: Developing land, sea, and air transportation, including smart and electric transport, to support green tourism.

- Pursuant to Prime Minister Decree no. 2562 of 2024, Greater Cairo governorates (Cairo, Giza, and Qalyubia) have been added exclusively for the tourism sector under Sector (A). These activities are granted a 50% deduction of the investment cost from the taxable net profits.

  • Additional incentives granted to investment projects in the tourism sector by a Cabinet decree, as follows:

- The state shall bear the cost, or a portion thereof, of installing utilities to the property allocated for the investment project, after the project becomes operational.

- The state shall bear a portion of the cost of technical training for employees.
- Land shall be allocated free of charge for certain strategic activities, in accordance with the regulations stipulated by law.
- Exemption from the project’s usufruct fees for a maximum period of 10 years from the start of operation, based on a proposal from the relevant minister.
- Exemption of projects from contributing up to 50% of the costs of establishing infrastructure, services, and public utilities.
- Granting the Golden License "single approval” to strategic projects in the industry sector.
