Education

The education sector is a fundamental pillar for development and building a knowledge-based society. The state places strong emphasis on improving all stages of education by updating curricula and adopting innovative, technology-driven teaching methods. It also focuses on expanding educational infrastructure, strengthening technical and vocational education, and aligning education with labor market needs, contributing to the achievement of Egypt’s Vision 2030 for sustainable development.

Comparative and Competitive Advantages

The education sector has numerous Comparative and Competitive Advantages, the most significant of which are as follows:

  • Modernization of legislation and the establishment of regulatory frameworks to ensure the freedom of competition in the provision of educational services.
  • Non-governmental and private universities: There has been notable growth in both their numbers and capacity to accommodate students.
  • Applied Technology Schools: This initiative has received international recognition, particularly through partnerships with companies such as Siemens, Egypt Gold, and Elaraby Group.  Graduates from these schools are already entering the workforce, as the schools implement international standards in teaching and training. These schools operate based   on partnerships between the Ministry   of Education and Technical Education and   the private or public   sector companies to advance Egypt’s   technical education system. Applied Technology Schools aim to prepare and qualify teachers according to the latest international standards through providing certified training programs conducted by experts from within Egypt and abroad. Currently, there are 79 schools in Egypt.
  • Private and international schools: They have helped alleviate the pressure on public education and provided diversity in educational systems.

Government measures to support the sector

The Egyptian government has adopted a new strategy to support the education sector, which includes:

  • As part of the education development strategy over the past ten years, the Ministry of Education has begun applying an educational model that focuses on practical learning and skill development rather than rote memorization.
  • The presidential initiative “Haya Karima” was launched to develop schools in the most underserved rural areas, where 2,392 educational projects have been implemented so far, including the construction and renovation of a large number of classrooms.
  • Initiatives to bridge the gap between education and the labor market have been introduced through applied technology schools and private sector partnerships to develop technical education.
  • A national strategy for technical education reform has been launched based on the competency-based methodology, which included developing new educational programs and increasing the number of schools operating under this system.
  • The establishment of the “Education Egypt” platform in partnership with the private sector to provide diverse and engaging educational content for children from kindergarten to secondary level in middle- and low-income areas.

Investment incentives in the sector

The Education Sector has been added to the sectors subject to the provisions of Investment Law No. 72 of 2017, thereby granting educational activities access to the incentives and guarantees stipulated under the Investment Law.

The Executive Regulations of the Investment Law, issued by Prime Minister Decree No. 2310 of 2017, provide in Article (1) that the Education Sector, regardless of its kind or level, constitutes an investment activity.

- Part of the State's objective is to encourage investment in specific economic sectors and to promote the development of designated geographic areas. Pursuant to Article (11) of Investment Law No. 72 of 2017, Education projects shall be granted either a 30% or 50%deduction of the investment cost from the taxable net profits.  

Further, pursuant to Prime Minister Decree No. 981of 2023, the sub-activities within the Education Sector have been distributed between Sectors (A) and (B) as follows:

-  Activities eligible for special incentives in both sectors are entitled to an investment incentive in the form of a deduction from net taxable profits, amounting to 50% of the investment costs for Sector (A) projects and 30% for Sector (B) projects, including the following:

-  Establishment, operation or management of schools
-  Establishment, operation or management of technical education schools and institutions
-  Establishment of universities.
