  • Location: Egypt’s unique location, coupled with affordable healthcare services, has made it a destination for medical treatment across the Arab world.
  • Therapeutic Tourism: Egypt is renowned for therapeutic tourism, with hundreds of natural hot springs, and mineral and sulfuric water wells in places like Helwan, Kharga Oasis, Farafra Oasis, Aswan, Hurghada, Safaga, Sinai, and more.

Government measures to support the sector

  • Expanding the implementation of the universal health insurance system to provide integrated health coverage and improve the quality of services offered to citizens.

  • Developing and equipping health infrastructure and facilities with the latest medical equipment and technologies, while expanding the establishment and upgrading of hospitals and specialized centers.

Investment incentives in the sector

  • Special Incentives:

As per Decree no. 1775 of 2022, the following healthcare business activities shall be granted Sector (A)& (B)  incentives.

-  Establishing  specialized,  integrated,  or  public  hospitals  and  all  therapeutic  or  medical activities included therein; and
-  Establishing diagnostic, medical, or therapeutic centers.
However, such activities are subject to the condition that, in respect of hospitals, at least 10% of the number of occupied beds per year is provided free of charge, and that, in respect of diagnostic, medical, and therapeutic centers, at least ten percent (10%) of the patients per year are given medical or therapeutic or diagnostic service free of charge.

-that, in respect of diagnostic, medical, and therapeutic centers, Furthermore, one of the following features must characterize any project listed in a subsector related to the healthcare sector falling within the geographical territory of Sector (B):

  • Being a labor-intensive project, in accordance with the regulations prescribed in Article (11) of the Executive Regulations of the Investment Law no 72 of 2017.
  • Being an SME
  • Reliance on new and renewable energy.

  • Additional Incentives:

Additional incentives granted to investment projects in the healthcare sector by a Cabinet decree, as follows:

  • The state shall bear the cost, or a portion thereof, of installing utilities to the property allocated for the investment project, after the project becomes operational.
  • The state shall bear a portion of the cost of technical training for employees.
  • Land shall be allocated free of charge for certain strategic activities, in accordance with the regulations stipulated by law.
  • Exemption from the project’s usufruct fees for a maximum period of 10 years from the start of operation, based on a proposal from the relevant minister.
  • Exemption of projects from contributing up to 50% of the costs of establishing infrastructure, services, and public utilities.
  • Granting the Golden License "single approval” to strategic projects in the industry sector.
