The Egyptian government seeks to foster a competitive business environment that attracts investment by enacting monetary, financial, commercial, and procedural reforms. These efforts are designed to create a supportive institutional and legislative environment, streamline procedures, and eliminate obstacles for investors. Additionally, these reforms focus on establishing a flexible and stable economic environment to build confidence among both domestic and international investors, thereby strengthening Egypt’s position as a key regional hub for investment and trade. Furthermore, the government supports and motivates the private sector to enable it to lead the country’s economic development process.
The General Authority for Investment and Free Zones (GAFI), in coordination with all the relevant investment entities in Egypt, is working to streamline procedures, enhance the business environment and facilitate communication between investors and government entities. These efforts are part of a comprehensive reform strategy that includes procedural reforms and the adoption of digital systems, all aimed at boosting investment inflows and expanding existing investments. The key legislative and procedural changes include:

GAFI has implemented its digital transformation strategy by launching e-incorporation services and a unified electronic licensing platform.

Cutting post-incorporation paperwork by one-third and eliminating 62% of documents required for the executive position and business start-up procedures.

Issuing the approvals, permits, or licenses necessary for company incorporation within 20 business days.

Reducing procedural and financial burdens by cutting training fund contributions from 1% of profits to 0.25% of the minimum wage and taxing solidarity on profits.

Allocating industrial land equipped with utilities through ownership or usufruct, with pricing based on the cost of the installed utilities.

A proposal to replace various government fees on companies with a single unified tax calculated based on net profits instead of multiple charges.

GAFI has established the Golden License Unit and the Special Incentives Unit to streamline investor access to the incentives stipulated in the Investment Law.

Upgrading the infrastructure of free zones and expanding the establishment of integrated, pre-licensed investment zones to attract more local and foreign investments.

Establishing an Entrepreneurship and Startup Unit at GAFI and launching the electronic platform thereof.

Granting foreign investors a renewable five-year residency to facilitate their stay in Egypt.
Creating an investment-friendly environment, streamlining procedures, and ensuring transparency are fundamental incentives for any investor. Therefore, a timeline has been established for issuing every approval, license, incorporation, operation permit, or any other request submitted by the investor electronically through digital platforms.
