As part of its ongoing efforts to streamline investment procedures, GAFI established the Special Incentives Unit pursuant to Investment Law No. 72 of 2017. The Unit is responsible for implementing and overseeing Egypt’s special investment incentives policy, which is designed to stimulate development in the country’s most underserved areas, boost production, generate employment opportunities, and attract investment to priority sectors, activities, and locations aligned with the national economic development plan. The Unit reports directly to the CEO of GAFI.
The Special Incentives Unit is responsible for receiving, reviewing, and examining applications from investors, as well as issuing certificates of eligibility.

Receiving and processing applications for special incentives, in accordance with Article 11 of Investment Law No. 72 of 2017 and Article 10 of its Executive Regulations

Reviewing applications from companies, verifying seriousness and documentation, and their compliance with the eligibility conditions set out in the Investment Law

Assessing companies that have begun operations to confirm continued eligibility for investment incentives in line with the Investment Law requirements

Taking the necessary steps to issue incentive eligibility certificates and overseeing their proper implementation

Proposing such rules and procedures as required for the smooth and immediate roll-out of the special incentives program
