Investment Frameworks

Egypt is committed to attracting greater domestic, regional, and international investments with the aim of achieving higher growth rates and expanding both local and foreign capital inflows. Under Investment Law No. 72 of 2017, several investment frameworks are available, which can be summarized as follows:

Internal Investment Framework

In line with Investment Law No. 72 of 2017, the competent ministry develops the national investment plan, which sets the implementation of investment policies and prioritizes targeted projects in alignment with the state’s general policy and economic and social development plan.
The General Authority for Investment and Free Zones (GAFI), in coordination with relevant authorities, issues a comprehensive guide specifying conditions and procedures for land and property allocation, as well as permits and licenses for investment activities governed by the law. This guide is regularly reviewed and updated to reflect current legislative amendments.
Through its Investor Service Center, GAFI provides a range of services, including company incorporation, branch establishment, approval of board and general assembly resolutions, capital increases, changes in business activities, and liquidation procedures.

Free Zones Framework

The free zones framework is one of Egypt’s most prominent investment regimes, offering the following benefits:

 

  • Attracting both domestic and foreign investments.
  • Increasing exports, boosting GDP, and creating new job opportunities.
  • Supporting the national economy through the establishment of export-oriented industries within free zones.
  • Facilitating the transfer of cutting-edge technologies, generating new employment pportunities, and increasing foreign currency inflows.
  • Free zones also enable direct interaction with international companies and offer preferential treatment regarding import regulations, customs rules, and financial transactions.

Investment Zones Framework

According to the Investment Law, investment zones are established as follows:

 

  • Investment zones are established by a decree of the Prime Minister, based on GAFI’s recommendation and the competent minister’s approval, to cover specialized areas such as logistics, agriculture, and industry.
  • The decree specifies the zone’s location, coordinates, permitted activities, implementation timeline, and general conditions for conducting activities.
  • The developer must complete the zone within the licensed timeline, or the license is revoked
    The Prime Minister or a delegated authority may grant extensions based on valid justifications provided by the developer and subject to GAFI Board approval.
  • Projects operating in investment zones are subject to the provisions of Parts I and II of Investment Law No. 72 of 2017, except where incompatible with the nature of the framework.
  • They benefit from temporary customs admission and drawback systems as per applicable regulations
    Additional activities may be added by a Prime Ministerial decree based on the recommendation of the competent minister.

Technological Zones Framework

Investment projects established in technological zones operate in the fields of communications and information technology, including industrial activities, electronics design and development, data centers, outsourcing services, software development, and technological education All tools, equipment, and machinery required for projects in technological zones are exempt from taxes and customs duties applied elsewhere in Egypt. These projects also benefit from the special investment incentives permitted under Investment Law No. 72 of 2017
